make a glow effect to your text using adobe Photoshop with simple and easy option
1.create a new page with black background
2.write your text in white color. its better to use thin fonts which give good look
3.make a duplicate layer of the text layer
4.now select Rasterize layer
5.now select edit then select stroke, set the color and pixels
6.go to layer > layer style > outer glow then set color (mostly the color selected in the stroke option should be darker)
7.thats it
now to make a blinking effect
1A. make the duplicate layer unseen then save the image separately
2A. then use any GIF animation software and set two images to display simultaneously
click over the image to see the blinking effect if it dosent blinks
